Volume levels for left and right on the meter of recording program is uneven... why?
I used Cubase Sx3, Audacity, and Cool edit Pro 2. i have a soundblaster Audigy 4 soundcard.
the volume meter shows the volume is unbalanced since im trying to record guitar using these 3 programs. I checked everything from the sounds and audio devices in control panel, everything works fine, i dont know why i cannot use the "balance" on the mic setting for the left and right speakers from the recording and playback control.
in each of the recording softwares, when i convert the stereo track to mono the volume is even and works fine. but for the stereo one speaker is louder than the other, and again the volume meter is showing the left is louder than the right. and the sound wave on the track has one wave bigger (louder) than the other.

That is what panning and fader controls are for. You adjust them until it get the balance you are looking for. I use Pro Tools (the industry standard recording software). I never get a recording of anything in stereo that comes out perfectly balanced but, I can always adjust the panning and the faders to get that balance when I play it back. I'm not familiar with any of the software you are using but, I guarantee you they all have panning and fader capabilities. Look them up in the User or Operation Manual that came with your software or in the Help file. Recording is an art. I'm a song writer and I record all my own demos and I play bass, guitar, and keyboard and it can take me a week or two of learning, recording, adding in effects and adjusting the sound on the recording before I totally happy with it. If music wasn't so hard to get absolutely perfect, it wouldn't pay so much, you know?
